Nebraska
Nebraska is one of only 4 total US states with no medical or adult use marijuana programs, including a lack of a CBD program. While there have been attempts in recent years to change this, the deck simply seems stacked against it with no foreseeable change in the near future.

While the Senate passed a bill on the first reading for medical marijuana, during the bill’s second consideration, a group of lawmakers launched a filibuster that prevented the bill from getting the votes it needed to be passed onto the governor.

This is despite that fact that nearly 60% of Nebraskans believe marijuana should be medically legal.
