May 16, 2014, Senate Bill 2531 effectively commissioned “a clinical research study on the treatment of intractable seizures when supervised by a physician practicing at a university having a college or school of medicine.
Senate Bill 280 into law, upon signing on May 05, 2015, thus permitting the medical use of CBD oil that contains no more than 0.9% THC, which may be “obtained legally in the United States and outside of Tennessee.”

Medical use of CBD may be “obtained legally in the United States and outside of Tennessee.” Participants cannot get CBD in state. They would have to go out of state to obtain the oil, risking a violation of federal law by transporting it over state lines.
Cannabis can only be legally produced and manufactured by a University in Putnam County as part of an approved clinical research study, effectively hampering supply.
Medical cannabis patients in Tennessee must be enrolled in an approved clinical trial in order to receive legal protection. To take part in a research program, patients must have uncontrolled seizures and be under the care of a physician who is practicing at a medical facility that is affiliated with a University school of medicine.
Physicians
Physicians affiliated with a University school of medicine may conduct a clinical research study on cannabis therapy for intractable seizures. Research findings must be reported to the Tennessee General Assembly by January 2018.
